They already do.

I don't see why they should. Digital radio reception is either there or not.
You can't achieve anything either in range, signal strength, interference
suppression, signal-to-noise ratio, sound quality or any other parameter by
increased modulation on DAB. I think that my Pure Evoke can be set to either
accept or reject audio compression from the broadcaster.

My main point is, though, that politics win over technology.

Its done for supposed marketing reasons to make your sound the LOUDEST
on the dial and therefore the most noticed. Its to do with audio
multiband compression, and this lot are responsible for that sort of
thing;)

financial slap on the wrist!....
