"Flat" has a large number of definitions:

You happened to pick the wrong one.

What Brian almost certainly meant was that Radio 2 sounds dull, flat,
lacking dynamism, boring, etc. To sum up you can simply say that it just
sounds bloody awful, or it just sounds really nasty.

Also, if you are involved in professional audio then why on earth do you
support DAB?????
