Yes, VBR is the correct term.

Absolutely. DAB uses MP2, and MP2 at 128kbps is approximately equivalent
to 80kbps or 96kbps MP3. Nobody ever encodes MP3s to 80kbps or 96kbps,
and that shows what a disgrace DAB is.
