How about 80-87,5? That band is fairly in use most of europe, how is it with that band in France?

Take a look at the EFIS databank of the CEPT/ERO: http://www.efis.dk/

On a European level, these frequencies are allocated for PMR and militairy use (AFAIK, they are used by the army both in France and in Belgium).
If you would want to use this band for high-power broadcasting, you'll need quite some international coordination for this.
