guys who make random bogus calls.
You might mail an inquiry to the FCC, charging that the caller is
deliberately spoofing his Caller ID or utilizing some other way to illegally
deny your use of call blocking service. I do not know what the response
will be. I do know that such agencies use these spoofing techniques on a
widescale basis.
