the Internet providers you wish it did, it applies to anyone who
provides any sort of computer services. It even specifically says
proxies, which is what you are.

That makes you either grossly incompetent and useless as an information
source, or a bald faced liar and useless as an information source. At
this point I don't think most people really care about the why part
though. We just need to point out to the newbies the useless part.
