There's Tor, which is a distributed network of anonymous SOCKS proxies.

Be aware that some IRC networks have blocked Tor due to abuse. :(
Other than that you're probably looking at either a so called "open
proxy" which is typically a misconfigured and/or misused machine, or
some pay service. Neither of which can be considered "secure" if by
secure you mean anonymous.
And how can I disguise my identity to connect to the proxy in the first
place?
Are you just looking to hide your identity from the other users in a
chat room? Or do you need to be immune to being found out by anyone
including the law?
The former is trivial to achieve. Any proxy or relay that replaces it's
IP with theirs will suffice. But if you piss off the wrong person they
could also expose a complete record of everything you've ever said or
done to the rest of the world, and tie it directly to you.
If you need hard core anonymity then the choices are precious few. Some
might argue that it's impossible to achieve to perfection.
