The President does not vote on bills.

The President signs bills, the only vote cast would be by the Vice
President in the event of a bill is tied in the Senate.

It drives me batty that stupid people say such idiotic things, for the
life of me I can not figure out why they are not called out on such
rhetoric

They meant figuratively. Does everything have to be literal with
