Iraq plan

Hohensee's Iraq plan May '07

This is an elaboration of what has been in my platform for a long
time.
This is similar to what Col. Ann Wright has endorsed.

The basic ideas are to
get out of thier face
treat Iraq like a burn victim with, among other things,
a skin graft of US air power as transition federation

More specifically....
Replace GW Bush with me
Arrest Bush
Pardon Lt. Ehren Watada (and other war resisters, per C.
Sheehan)
Halt all colonization construction immediately. Leave the
equipment.
Get all National Guard home in a week.
Dissolve the puppet government. All oil deals and so on are
void.
Inform some 22 regional governors and mayors that they are the
executives
of separate sovereignties under a US transition federation
Set up rules of engagement allowing state governors to call in
US
air power ONLY IN THIER OWN TERRITORY
Establish a border surveillance and communication regimen for
each
state
Vacate the Green Zone and other urban bases
Leave any civil-use equipment not needed for withdrawal or
securing an air
force's bases.
Reduce the ground troops to those required for the security of
US airbases.
Establish a flow of aid to each state.
Provide older US ships and boats for a coast guard.
Leave a state when a state refuses the aid money. Total aid to
the region
should peak at about $10B/year.

Meanwhile, also in my platform for a long time...
De-commission the CIA, abandon Israel, prosecute Bush, close
GITMO...

And also...
Free some or all of the Cuban 5, maybe hand over Carilles,
establish
that the US does not protect foreign corporate interests with
its
military, and so on.
