Reduce waiting lists

I think that: We should spend $100m to reduce elective surgery waiting lists in the first year of a Rudd government.
Because: In 1989 10 per cent of elective surgery patients did not receive treatment in the recommended time, while last financial year it had risen to 19 per cent.
This decline in performance on elective surgery corresponds with the decline in share of Commonwealth funding of public hospitals under the Howard Government, from 47 per cent in 2000-1 to 41 per cent in 2005-6.
