The best incentive would be to legalize drugs in the western (and eastern)
world. Countries like the USA did quite well back when opium could be
legally sold and purchased at any drug store. Sure there were addicts but
most of them remained productive members of society. Then came
prohibition and everything went downhill including problems like
international drug cartels and a huge and highly profitable black market
industry. The only reasons there may be interest in knocking down some of
the Afghani crop is to boost drug cultivation and sales elsewhere.
