I'm confused about Bush's trip to "Iraq"

Did Bush go to Iraq, or, did he go only to the safe, isolated "Green

Air Force One left Iraq in the dark, all lights on the aircraft turned off,
all window shades drawn, under radio silence.

The "terrorists" are on the run.
