I am writing a novel. Is there a lawyer or other knowledgable person in
the group who can answer this: What are the limits of what the content
of public referendums and propositions can be? Suppose, for example, an
ethnic group felt that acts of violence committed during a particular
riot should not be prosecuted and amnesty should be granted in a
blanket fashion: can such a thing be legally decided by a vote on a
ballot issue?
If not, what kind of act of a state legislature or Congress (in the
case of a nation-wide riot--might be possible? Thanks to anyone who can
help.
