There are two stories about "phantom police":

1. A satire, which Snopes discusses.
2. A news report from Tony Snow, which Snopes does *not* discuss. The
satire appears to have been inspired by that news report.

No word on the status of the claim that the number of cops was
inflated, so perhaps someone could look in to that.
