Risk aversion. We are no longer allowed to have accidents. The first
missions to the moon were in leaky tin cans that with the aid of chewing
gum and duct tape and a lot of prayer mostly got there and back. Sheer
dumb luck, same as Columbus and all the great explorers had. That level
of risk is no longer politically acceptable.
