Are you serious? Easily. Example:
I own a company. I know that my company is about to be downgraded soon. I
can't sell my stock without violating insider trading statutes. So instead,
I ask a friend of mine to sell short exactly as many shares as I have. This
nets him $100,000,000 when he covers the sale a couple months later. Two
months after that, it's my birthday and he "gifts" me with a check for
$50,000,000. Here are the two transactions:
1) He sells a public stock short
2) He gives me a gift
Both, by themselves in isolation, are legal transactions, yet together they
add up to an illegal transaction.
