Too little too late

War in Iraq has increased the risks of oil price spikes.
This was a given. So why does Bush now call for oil
conservation, didn't he know we were going through
a periodic upswing in storm activity that may
render oil refineries destoryed. Why hasn't
the oil industry built new capacity??? Why are
we selling oil to China when they should be building
their own refineries! Bush is play catchup again.
First 9/11 now this!
