I have registered for your seminar: Recession to Recovery to Renewal.
Enclosed is an abstract for a Ph.D. dissertation, Protocol for Large
System Change, which is a large scale action research project designed
to recreate the national mobilization which occurred after Pearl
Harbor and supplies the structures necessary to guide the American
economy into 5th Wave high performance safely and in a timely manner.
The essential concept is simplicity itself: Congress will invest $100
billion in $3 million Community Development Action Grants in qualified
community organizations, neighborhood partnerships, faith-inspired
services as part of The Points of Light Program with the stipulation
that the recipient entities undertake an 18 month community
development process including orientation training for no less than
300 adult members of the entity and the task to achieve a consensus
regarding the use of the C-DAG monies at the end of the process.
The abstract contains a description of the purpose of The Points of
Light Program, but, in terms of Recovery to Renewal, it is a mechanism
for financing various national agendas, including health reform, Race
To The Top/No Child Left Behind/RIF, and Reagan’s New Federalism. This
is an intermediate step in the process of growing a single-payer
community health care system.
I have proposed to WAMU and the West Point Class of 1962 to
demonstrate the process for Congress and the world. For various
reasons, I want retired Army officers to implement the distribution of
the performance technology during the initial 2 years of the program
for 2 reasons: the first has to do with Quality Assurance and
ideological neutrality; the second has to do with principles of
management for high performance which is embedded in the DNA of the
military and is totally absent from the models of management I
associate with the Harvard Business School and its MBA program. It has
to do with small unit leadership. Harvard is still using a performance
model which was state of the art when women played half-court basket
ball, the apogee of 3rd Wave Performance I associate with Frederick
the Great, while the Army began to transform its performance model in
1947 with the leading edge of 5th Wave Performance. Rumsfeld and
Cheney like to believe that they were agents of transformation, but
the Army has been transforming itself systematically and routinely for
over 60 years and Harvard hasn’t even started.
Well, while awaiting West Point ’62 to get together with Ann Healy at
WAMU, I have also enclosed a 9 Day Calendar, which is a device for
introducing Backwards Planning/PERT Chart method as a uniform
structure in a transformation process for individuals and
organizations. The 9 Day Calendar, as a device for Backwards
Planning, is a little bit like the gimmick of using rubber bands to
teach people how to use chop sticks, except that 9 Day Calendar comes
without training wheels. You just get on and go. (In the original
concept, the 9 Day Calendar is also a mechanism for creating seed
capital: the Points of Light Program is a venture capital process and
one of the anticipated outcomes is a general elevation of financial
literacy in the client organization).
Now, if you distribute the 9 Day Calendar as part of the package for
the From Recession to Recovery to Renewal event, I can explain how to
use it in about 10 minutes during the question period. And, if at
least 30 participants are interested, I can present a short version of
the orientation training, JumpStart Training, in about 2 hours after
the seminar. There will be Capitol Hill staffers their and they can go
back and brief their political masters.
Vice President Joe Biden is aware of this program.
