For all we know the whole thing is a publicity stunt. Go to Cuba
(which is legal, under strict conditions), and when you return
*claim* that the
Treasury department is persecuting you -- even though they *Are
Not*. The rightwads will get on the rooftops denouncing you as a

the leftwads will screech about the injustice, and you get nothing
but publicity from both sides.

Meanwhile there hasn't actually been any official action taken
