Why, in the world, does he even need warrantless searches unless he
wants to hide spying on personal enemies? No one's done it in the past
and the FISA court hands them out readily as long as you have any
legitimate reason for it. And if time is of the essence, they've got
three days after starting the search or wiretap to get the court order.
There is no reason at all for not having a warrant except for covering
up illegal activity.
