Once again...for the slow learners:
the problem with the Blame-Nagin Theory is this:

Those who are desperate to pass the buck to local officials away from
the criminal negligence of AWOL Bush's government have developed a
loose theory that school busses shown in a photo

http://news.yahoo.com/news?tmpl=story&u=/050901/480/flpc21109012015

This is from the Orleans Parish School Board's huge bus terminal on
Almonaster near Louisa Street and I-10...near the Industrial Canal.

I don't know for a fact, but my guess is that this area was totally
underwater as the eye of the storm passed to the east of the city. I
recall hearing reports very early on and way before the 17th Street
Canal levee failed, that the Industrial Canal was leaking into New
Orleans. The Ninth Ward, which encompasses this area, was reported to
be underwater.

So these busses were in all probability off the table early on.

But the AWOLer will say, "But shouldn't he have comandeered school bus
drivers to take all these busses to Poydras Street on the side of the
Dome, some 12 miles away?

When could he have done this?

Do any of the morons know that all streets in NO were congested with
evacuees on Sunday before the storm?

But the AWOLers will say, "Hey man, my taliking points are that the
city's own evacuation plan call for busses to take out people who can
or won't leave the city, folllwong the hurricance."

Well, the problem with that theory is the following, quoted from AWOL
Bush's own FEMA website:

http://www.dhs.gov/dhspublic/theme_home2.jsp
Emergencies and Disasters
Preparing America [including "this part of the world"]
In the event of a terrorist attack, natural disaster or other
large-scale emergency, the Department of Homeland Security will assume
primary responsibility on March 1st for ensuring that emergency
response professionals are prepared for any situation. This will
entail providing a coordinated, comprehensive federal response to any
large-scale crisis and mounting a swift and effective recovery effort.
The new Department will also prioritize the important issue of citizen
preparedness. Educating America's families on how best to prepare
their homes for a disaster and tips for citizens on how to respond in
a crisis will be given special attention at DHS.

So as of March 1 (presumably 2005) the AWOL Bush government asserted
to state and local governments (presumably governments "in this part
of the world") that FEMA (part of DHS) "assume[d] PRIMARY
RESPONSIBILITY...for ensuring that emergency professionals are
prepared for any situation.

The school bus plan...was that before or after AWOL BUsh's DHS/FEMA
assumed PRIMARY RESPONSIBILITY?

Sorry, pal, there is no way to blame someone else. Its AWOL Bush and
his Neroesque response
