IT's not their job to study New Orleans! That's the job of Louisiana
government. And that's why they were in the middle of a study to see
what it would take to beef up the levees to withstand a category 5.
That was supposed to be done in 2007.

What a dumbass. New Orleans is 300 years old. The Bush
Administration is 5 years old.
