I do not understand why you are not acting like a President should in
these times of trouble, you keep making the wrong decisions, and keep
getting innocent people killed, and keep wasting what we need to win the War
on Terrorism. Since 1991 the US Starved millions of Iraqi people to death
for no reason, there was no WMD there since then. You are putting a people
into power that are connected with them in Iran that you want to go to War
with. What is up with that? I will give you some answers that are not
manmade, and if you can follow it to the letter you can deliver this Nation
from the hands of our enemies, if not it will fall. I need you to start
stepping back from Iraq, and start turning power over to a People that does
not want War. Let me select from the people of Iraq a group that writes
their Languages, that will help finish this Constitution, and set the course
for free elections in Iraq. I am putting my name on the ballot, but what the
Iraqi people want, is you out, and a new security force in power, their own.
You are just drawing violent Terrorist into the Country killing innocent
people.
When I was in the US Army, I scrounged up materials to rebuild my Motor
Pool Office, and when my First Sargent saw it he asked the men who did it?
They pointed to me thinking that I would get in trouble, instead he said
that he had a job for me, and I ended up rebuilding the Company Day Room,
his Office, the Commanders Office, etc. And as I did this, the men would go
behind me and destroy my work. This is what many are doing to me now, and it
is going to stop. Like I wrote you before, I presented a solution to our
Nation's Forrest Fires that is more than just an Idea to solve out Forrest
Fire problems. It is part of a solution for our Prison Problems, and our
Street Violence, and our Street Drug Problems, and part of a solution for
our War on Terrorism and our Military Shortage. We can use Convicted
Prisoners as Labor and Warriors according to the 13th Amendment of the US
Constitution.
Don't let this opportunity slip by like you did when I said to capture as
much of our enemies weapons as possible and make Trojan Horses out of them
and give them back to them. We can still use that, but it will not be as
effective as it would have been back then, but it will be effective enough
that it would be worth while to add it to this new solution.
I asked for the use of a Secure Electronics Factory here in the US, but
did not get it, so I am asking for a Secure Electronics Factory in Iraq as
soon as possible. (I excel in Electronics and Physics and Chemistry.) Iraq
needs it for its own security purposes so they may stand on their own as
your NATO troops withdraw. Also I need Hardware resources, Equipment
resources, and Material resources, in Iraq, for the Road and Bridge
Infrastructure, Water, Electricity, Sewer, Schools, and Hospitals. The
people themselves need Building Materials for their Dwellings, Equipment and
Tools, and Hardware Markets, Medical Supply Markets, Food Supply Markets,
and Laborers.
Also I could use some of the US Military Posts that have been closed down,
for both training the Royal Guard for Iraq, and for training Prisoners in a
Boot Camp. I need as many Iraqi insurgent prisoners as you got, if you can't
give them to me because of US Laws, I need some people from Iraq that are on
my side, so we can get them that way. God tells me you are training some
Iraqis in Leavenworth, I would like to meet them, are they of those that
believe the promise to the heir by birthright and Ishmael, or are they of
those that want to kill him? Also we need to work on some US Law that would
allow us to use men like the BTK killer and other US Prisoners for disarming
roadside Bombs and other Military Support Functions.
I need a Desert Mobil League of Engineers capable of Architecting,
Drafting, Surveying, Deploying Materials, Deploying Manpower, and directing
the Laborers in Constructing and Maintaining the Products above and
following. If the men you are training in Leavenworth are the right men,
there will be some men among them Mechanically inclined enough to get the
Iraqi League of Royal Engineers started. If they are not the right people, I
will start from scratch. I need Iraqi men and women in this League that can
work on the Infrastructure in Iraq, Rebuilding Dwellings, and do the duel
Purpose of fighting the insurgency, and making the Convicted Criminals fight
the insurgency. And Welders and Equipment capable of building and
maintaining New Oil Wells, Oil Lines, Pumps, and Shipment Stations at the
boarders and on the Coast.
What I will give you in exchange for this, I will train US Convicts to
build fences around the Forests, build Prisoner Housing, and build herds of
livestock, (Goats, Sheep, Buffalo, Cows, Horses, etc.) that will eat the
under brush to prevent Forrest Fires. And will train US Convicts to do
Maintenance on our US Posts and Equipment, and Ship Supplies to our Armed
Forces, and train them how to find and disarm I.E.D.S.
All the Nations should do this to cut off the Money Line to I.E.D.S. but
here are to many Religious People that are like Abortion Clinic Bombers in
many Nations that will not allow this. I need to talk to you about this
International Matter that has come up. This is how the I.E.D.S. in Iraq are
being financed. In Iraq there are Opium Parlors and other Street Drugs more
prevalent than in the US. The way I want to deal with it is to legalize
Drugs in Iraq, legalize the Import and Purification of these Drugs, and use
the profits to build Drug Rehab centers. This will get the Drug money out of
the Weapons smugglers hands, stop over doses from impure Drugs, and with
clean Drug Centers and Drugs, stop the spread of Diseases, and provide a way
for them to get out of the Drug Culture. Because Drugs are illegal in some
of the Surrounding Countries, export of the Drugs would be illegal, but
Afghanistan's Drug Production could be used by Iraq to help Afghanistan and
Iraq. I need the direct contacts with the producers in Afghanistan so that I
can cut out the Weapons Smugglers supply of money. Now if this were done in
the USA also, and Other Nations, it would cut off the I.E.D.S. money
Globally, and would reduce Street Violence, stop many high speed chases,
stop over doses from impure Drugs, and with clean Drug Centers and Drugs,
stop the spread of Diseases, and provide a way for them to get out of the
Drug Culture.
Here is my draft on the Constitution
The Constitution of Babylon.
The Constitution of Iraq, assures the Separation of Religion and State, so
that each Religious Group and each individual, Government or General Public
Person, is free to obey or disobey Nature's God as they see fit. Moral
standards will not be written into the Constitution or into Law by any level
of Government, other than outlawing Violence, Robbery, and Fraud, regardless
of Race, Religion, Political Affiliation, Governmental Office, Secular
Status, or Gender.
The Branches of Government will maintain checks and balances so that no
one Branch, or no one Political Group, or no one Person can take absolute
power, even in a time of War. Maintaining Two levels of Government, Federal
overall, and three Providential Districts, besides County or City
Governments, would be quite
practical.
State Regulatory Laws will strictly cover Elected Political Offices, and
Appointed Offices, and Hired Offices, and the Length of their Term, and the
extent of their Jurisdiction and Recourses and Pay. The Jurisdiction of
Police Forces, Professional Witnesses, and of the Courts of the People, and
the Jurisdiction of the Armed Forces and their Courts of the State, should
be voted upon by the People, and the People have the right to vote to
deregulate and or alter and or remove any Law, or any Office, that becomes
abused, or becomes detrimental to the Public good, by submitting a petition
for a redress of grievances to the Government.
No Office Elected, or Appointed, or Hired, should have a lifetime Term,
and Term Lengths should be defined for each Office, and the people under the
Jurisdiction of an Office, have the right to vote to impeach or fire any
individual of the Government that they deem to be harmful to the Public
good, by submitting a petition for a redress of grievances to the
Government.
No Person in Office, Elected, or Appointed, or Hired, should have
protection from Prosecution in the Courts of the People, when their actions
become Immoral or Unethical, meaning that they are contrary to the Public
good, causing public harm, and are proven guilty beyond a reasonable doubt
in the Courts of the People.
Representatives should be elected by the People, and the number of seats
set should be set according to the number of People represented in each
Providence. The Senate should have the same number of seats as the total
number of Representative seats. The Royal throne, the Throne of Babylon, the
King should be elected by Spirit Jehovah, or Allah in Arabic, working in the
hearts of the people, and when this is no longer the reality of Life,
Babylon will fall by the will of the People, who will bring upon themselves
the great day of Jehovah.
The Royal Cabinet and Royal Guard should be appointed by the King, and be
subject to the Will of the People. The King should have Line Item Veto
Power, for the purpose of Vetoing only Items that are presented by either
House that are contrary to the Will of the People, or is determined to be
detrimental to the Public good. Both Houses should have Line Item Veto
Power, for the purpose of Vetoing only Items that are presented by either
the other House or from the King that are contrary to the Will of the
People, or is determined to be detrimental to the Public good.
As in all God Breathed Scriptures in times past, all the women of the
Kingdom fall under the protection of the King, and under the protection of
them he grants guardianship, from the time of conception unto death.
Representatives should represent the will of the majority of the People
that they represent, not the will of Special Interest Groups or any Business
Group or Groups, or any Religious Group or Groups. Political Parties should
be outlawed, and Issue Parties Formed, and no Issues that have a Moral Issue
should be considered to be passed into Law by the Government at any level.
Regulatory Issues concerning Government Offices, and concerning
Infrastructure, etc. and the decision of War should reflect the will of the
Majority of the People.
Secular Regulatory Laws such as, Public Safety, Environmental Protection,
Traffic, Public Facilities, Public Education, Medical Care, should be voted
upon by the district affected, and no Medical or Educational issues that
have a Moral Issue should be voted upon or passed into Law, to provide
pro-choice for every person in their diverse situations.
To operate without Taxation, the Oil recourses of all Iraq should be
centralized so as to support Peacetime Forces, Police Forces, Roads,
Power, Water, and Sewer, Education, Medical Care and Medical Care
Facilities, and support the defined salaries of Elected, Appointed, and
Hired Officials, of all levels of the Government.
Armed Militias, being necessary for the defense of a free State, the right
of the people to keep and bear arms will not be infringed. The right of the
People to defend themselves, their Family, their Neighbors, and or their
Property, from violent persons must be preserved in both times of Peace and
times of War.
During times of Peace, the Government will maintain no standing Armed
Forces, but will maintain a command structure for calling the Militias
Forth, and property for rapid training and deployment, and for outfitting
the Militia Forces with updated Arms.
All Militias in times of Peace and in times of War, will be subject to the
Uniform Code of Militia Conduct.
The Uniform Code of Militia Conduct Oath
I do solemnly swear that I will support and defend
the Constitution of Iraq against all enemies,
foreign and domestic; that I will bear true faith and allegiance to the
same;
and that I will obey the orders of the King of Babylon
and the orders of the Officers appointed over me, according to
regulations and the Uniform Code of Militia Conduct.
So help me Allah or Jehovah!
For both the Courts of the People and the Courts under the Uniform Code of
Militia Conduct, the following;
No person should be taken into custody or handcuffed for any nonviolent
crime prior to being found guilty beyond a reasonable doubt in a court of
Law, and those accused of violent crimes and taken into pretrial confinement
for the protection of the Public, have the right to be presumed innocent
until found guilty beyond a reasonable doubt in a court of Law also, and
should have the choice of a speedy trial, or a delayed trial in order to
gather evidence, not the Courts. The accused has both the right to have
Counsel represent them, or to represent themselves, and the right to have
Counsel if representing themselves.
All Courts will hold Public Trials, open to the Press, because when the
eye of the Public is on the Courts, their actions are more Just. No stacking
of Juries will be done by either the Judge, or by the Attorneys involved in
each case, and the Authorities handling the accused, and gathered evidence
and witnesses, will have no part in Jury selection. The names of eligible
Jurors in each district will be placed in a lottery, and be drawn from the
lottery by the accused upon being charged. This prevents a Jury from being
selected that has a preconceived Judgment influenced by the Press or the
Public or the Government. The Authorities handling the accused, and gathered
evidence and witnesses, must gather ALL the evidence, and get the names of
All the witnesses, regardless of whether they point to the accused as
guilty, or point to the accused as innocent.
All the Judges and Law Makers and Defense Attorneys will not take away the
People's right to represent themselves, no matter how incompetent or
illiterate the accused is, all Laws will be written in laymen's terms, so

except in cases where the victim or victims are dead, and there are no
witnesses, or the victim or victims are incompetent or illiterate, the
Prosecution Attorney will then select a representative for the victim or
victims from a lottery, and the representative will present the case with
the guidance of the Prosecutor, the same as they provide Court Procedure
Guidance for all the victims presenting their cases in the Courts.
Apprehension Costs, Court Costs, Confinement Costs, and Victims
Compensation, should be part of the punishment for those found guilty of
any crime beyond a reasonable doubt in a court of Law.
Slavery should be outlawed, except where the individual has been found
guilty beyond a reasonable doubt in a court of Law, and sentenced and
imprisoned, and the convict should be worked in a productive job, and be
paid, and the above costs, and medical and housing responsibilities, and
Personal Family support responsibilities, deducted from that pay. Mandatory
Military service in times of Peace and times of War, for convicted criminals
should be left to the option of the King.
The King's Incentive for convicted Criminals to reform, the King reserves
the right to grant amnesty to any convicted Criminal who serves him well in
his Mandatory Militia, and obeys the orders of the Royal Guard appointed
over them.
The wrongly accused has the right to petition any level of Government for
a redress of grievances, when any Court or Official becomes out of line with
reality, and finds them guilty contrary to the truth. Both the wrongly
accused and the guilty have the right to be treated humanly, and both the
wrongly accused and the guilty have the right to petition any Government for
a redress of grievances, when any Government Official becomes out of line,
crossing the line of use of excessive force, or abuse of power. Both the
wrongly accused and the guilty have the right to be protected from Public
abuse.
Those found guilty of giving False Charges, and or False Testimony, or
Deliberately Distorted Evidence, in a Court of Law, or Deliberately causes
the loss of Life, or Liberty, or Property, of the falsely accused, or of the
guilty, should face the same degree of punishment as the alleged crime, and
be made to make restitution.
The King, in times of Peace and times of War, has the right to grant
amnesty to those wrongly accused and or found guilty of any crime, and the
wrongly accused and the guilty has the right to appeal to the King's Royal
Court for his final decision.
The King, in times of Peace and in times of War, has the right to declare
Martial Law in times of Civil Unrest, for either the entire Nation, or for
an area of Civil Unrest, or Insurrection, wherein Innocent Lives or Public
and or Private Property are being affected and destroyed.
During times of Peace and in times of War, torture during interrogation is
forbidden, and no Government Official will conduct an interrogation on any
suspect without the presence of a Defense Attorney.
The Government nor any Person or Body Appointed by or Hired by the
Government, nor any Secular or Religious Organization, may be given the
right to infringe upon the privacy of any individual without warrant, or
legitimate probable cause, or without due process of law.
No property or records or person should be seized or searched without
warrant, or legitimate probable cause, or without due process of law.
The Government nor any Person or Body appointed by or hired by the
Government, nor any Secular Organization, nor any Religious Organization,
may be given the right to take and or record, or sell, or trade, or give
away, any individuals private information without that individuals written
permission, or without a just Court Conviction.
Free speech of the People, and the freedom of the Press, should not be
infringed upon by the Government, or by any Person or Body Appointed by or
Hired by the Government.
Freedom of Religion, and Freedom from Religion, the right of the people to
practice their Religious Lifestyle shall be protected from both the
Government and the Public, and the right of the people to choose to live a
non-religious Lifestyle shall be protected from both the Government and the
Public, and where violent disagreements occur, the Courts must be unbiased
Religiously in determining who the aggressor doing the violence is.
Women have the right to perform State Matters and Social Matters equal to
men, and should not be docked pay or benefits or be harassed when performing
State or Social Matters based upon Race, Religion, Political Affiliation,
Governmental Office, Secular Status, or Gender. Stance upon Issues is what
determines the matter in the Public eye, for both men and women.
Knowing this, that the law is not made for a righteous man, but for the
lawless and disobedient, for the disloyal and for those mis-witnessing, for
unsanctified and non-walking, for murderers of fathers and murderers of
mothers, for manslayers, for jigalows, for them homosexual child abusers,
for human traffickers, for liars, for perjured persons, and if there be any
other thing that is contrary to sound doctrine, according to the glorious

any crime beyond a reasonable doubt in a court of Law.
Slavery should be outlawed, except where the individual has been found
guilty beyond a reasonable doubt in a court of Law, and sentenced and
imprisoned, and the convict should be worked in a productive job, and be
paid, and the above costs, and medical and housing responsibilities, and
Personal Family support responsibilities, deducted from that pay. Mandatory
Military service in times of Peace and times of War, for convicted criminals
should be left to the option of the King.
The King's Incentive for convicted Criminals to reform, the King reserves
the right to grant amnesty to any convicted Criminal who serves him well in
his Mandatory Militia, and obeys the orders of the Royal Guard appointed

The wrongly accused has the right to petition any level of Government for
a redress of grievances, when any Court or Official becomes out of line with
reality, and finds them guilty contrary to the truth. Both the wrongly
accused and the guilty have the right to be treated humanly, and both the

The King, in times of Peace and in times of War, has the right to declare
Martial Law in times of Civil Unrest, for either the entire Nation, or for
an area of Civil Unrest, or Insurrection, wherein Innocent Lives or Public
and or Private Property are being affected and destroyed.
During times of Peace and in times of War, torture during interrogation is
forbidden, and no Government Official will conduct an interrogation on any
suspect without the presence of a Defense Attorney.
The Government nor any Person or Body Appointed by or Hired by the
Government, nor any Secular or Religious Organization, may be given the
right to infringe upon the privacy of any individual without warrant, or
legitimate probable cause, or without due process of law.
No property or records or person should be seized or searched without
warrant, or legitimate probable cause, or without due process of law.
The Government nor any Person or Body appointed by or hired by the
Government, nor any Secular Organization, nor any Religious Organization,
may be given the right to take and or record, or sell, or trade, or give
away, any individuals private information without that individuals written
permission, or without a just Court Conviction.
Free speech of the People, and the freedom of the Press, should not be
infringed upon by the Government, or by any Person or Body Appointed by or
Hired by the Government.
Freedom of Religion, and Freedom from Religion, the right of the people to
practice their Religious Lifestyle shall be protected from both the
Government and the Public, and the right of the people to choose to live a
non-religious Lifestyle shall be protected from both the Government and the
Public, and where violent disagreements occur, the Courts must be unbiased
Religiously in determining who the aggressor doing the violence is.
Women have the right to perform State Matters and Social Matters equal to
men, and should not be docked pay or benefits or be harassed when performing
State or Social Matters based upon Race, Religion, Political Affiliation,
Governmental Office, Secular Status, or Gender. Stance upon Issues is what
determines the matter in the Public eye, for both men and women.
