It is not "do I believe the photo"; it is "do I believe the
photographer".
AP had an edited pic a couple of years ago that was detected when
smoke was duplicated and enhanced. Editing is easy. That's why the
integrity of the news-source is your only "guarantee" that a photo is
good. It is no different than making up a news story -- it's
possible.
For single pictures, some of the biology journals lead the way in
authenticating photos. But otherwise, it's all about credibility.
