That surely is up to the end user. I can't be expected to only host 320x200
photos because some visitors may not want to hit the maximize button, can I?

This isn't a user interface issue, it's about a photo browser.

What's a photo browser if it's not a user interface?

look at a photo gallery online, you'd not think it unreasonable to have to
enlarge your browser window to do so, would you?

OK, when designing a website layout, then always accept that it needs to work
at smaller screen sizes.

Indeed.

When I browse (say) Flickr, I get presented with small versions of the
images which are also quick to dowload. If I see one I'm interested
in and click it, I get a bigger image that is slower to download. I
can maximise the window at that point if I'm really interested.

Like many people, I usually work with several browser windows using
one while I wait for another to finish downloading. This seems a
perfectly reasonable way to work to me, having small versions of the
photos saves time & bandwidth (and yes, there are still people who
don't have broadband). The more the user interface side of a site's
design takes this kind of issue into account, the fewer visitors will
give up and go away - before they have viewed your photos.
