I own and use a ND8 (3 stop) filter and I think it's a good general
purpose ND filter. Three stops is not huge, but it can take your
shutter speed from 125th to 1/15th, for instance. The combination of
low ISO, small aperture and ND filter should get you the results you
want for blurred water.
I figure B&H ships to Canada... they are a good source. I would also
suggest a good tripod if you don't have one, and using mirror lockup
if possible.
