Is there a more elegant way to do it using PhotoShop? Sounds simple... but I
couldn't make it happen. I could do the 2x2 part and I could do the 1-1 3/8
part... but I couldn't make them happen simultaneously.

When I had to get a passport photo taken, I just went to CVS. I don't
remember what it cost, but they were aware of all the rules and
regulations and I didn't have to nit-pick with how large my head was or
anything.
