Costco's Noritsu units *can* do this. (In fact, they did exactly that for me last night, for exactly the same reason.) It's a question of getting them to do this for you on a regular basis (skills, workload).
Or... if you know they're going to overbleed the edges, why not just scale the image you send them and add a border to it? Maybe not so easy on a larger volume of images, unless you can get your software to batch-process the edits.
Now, if you mean that you're sending them a 2:3 ratio image and want it on 5x7 or 8x10 format (non 2:3 ratio), they may or may not do what you're after. It's worth experimenting. In my case, I'd formatted for 4x6 @ 300dpi but was getting the edges clipped (which in that case was a problem).
