Hmmm... very interesting... different results with a different browser.
I normally browse with Netscape 7.2. On a lark, I tried IE 6 and got different results (small blocks instead of bands, and in a smaller area).
So, it seems that maybe there's some subtle artifact there (maybe from the JPEG lossy compression), and that IE6 is better about decompressing it than Netscape is. Does this sound plausible?
