administrator account won't allow me to "sort the start menu"

I have an HP Pavilion 1420n, running Windows XP media center with SP3
installed. The HP administrator account won't allow me to "sort the start
menu".

I can create another account with administrator rights and that account will
allow me to "sort the start menu".

I've tried the MS knowledge base tips, but the computer always finds
"another program in use" and can't complete the transfer.

How do I fix the HP administrator account or migrate all of its settings to
the new administrator account?
