Look for related messages in your
event viewer.
Make sure you are admin when first plugging in the device.

It really doesn't matter who adds the hardware as long as it's added
correctly.

And with the correct permissions. The first plugging in should be done as
user with admin permissions, if a new driver is to be loaded the first
time.

Make sure the external power supply of the USB harddisk is plugged in
and supplies power.

If there was no power to it then it wouldn't be seen by anything.

Some external drives simply draw too much current from the usb bus. That may
break the detection as well.

Go into Disk Management and assign the drive a drive letter from there -
Problem solved.

The OP did state there is no entry in disk management for the drive.
