I am trying to help my young grandson with his laptop, a Compaq
Presario R3200. Windows will not open. I get a screen for booting in
safe mode but it won't boot. A blue screen flashes by so quickly I
can't see what it is.
I've tried restoring defaults in the Bios and testing the HDD, which
tested ok.
How can I get to the command prompt so I can look at what may be
causing the problem? I am not familiar with this computer at all.

Booting the computer with an xp installer, and selecting the repair console is basically what you've asked for.

No. Just booting into the repair console will not wipe out user data. Note that going to the repair console is different than to a "repair install" which will overwrite files in the system directory in an attempt to fix a broken install. Neither operation should affect your user files (any more than they may already be affected by a failing/corrupt hard drive) in any way.
I'm not sure what you're hoping to find from the command prompt, but getting to the repair console is essentially that.
