WAWXP Problem

I'm having a Wierd Ass Windows XP Problem (WAWXP) that I can't seem to
figure out. I've been googleing and surfing till my I'm seeing crossed and
still haven't found the fix. Hopefully someone here can help me out.
In a nutshell, when I open an application (either by clicking on the
desktop, quicklaunch, or whatever) it takes an extremely LONG time to open.
It doesn't matter what application, there is long delay that was never
there before. For example, to open Firefox it will sometimes take 45
seconds. Same for a small .txt file or whatever. It does not do this all
the time. Also, after I open a application, wait for the delay, close it,
and execute it again, there is no delay. I have noticed that this problem
does not occur when I disconnect my computer from my router so I'm guessing
it's some sort of networking issue. I have other computers on my network
and they are not expirencing this problem.
I have done a lot of malware scanning, and nothing shows up (AVG, Spybot,
Adaware, Panda Activescan, Microsoft Live, Zonealarm). I've tried killing
the processes running one at a time to figure out which is causing the
problem with no luck. The only active application that is accessing the
network during this delay is Generic Host Process for Win32 (according to
Zonealarm) and when I check the task manager System Idle Process is the
only active process. I do have 5 or so instances of SVCHOST.EXE running
all the time but I guess this is normal.
Anyone have any idea on what is going on?
