Temporary Mouse/Keyboard Freeze when Using a PCMCIA USB 2.0 card XP SP2

Hi there,
I Just bought a generic PCMCIA USB 2.0 Card for my laptop computer a
Dell 700m. The reason I did this is because my USB ports aren't
working, so I bought this card and it works fine so i have USB again!
The problem is that when the card is connected, the mouse and keyboard
temporarily freeze from time to time, going back to normal after 5-40
seconds: no reboot or anything strange is required, it just goes back
to normal after a while. This isnt really a serious issue, instead is a
VERY annoying one.
I'm on XP Pro SP2...if you need more info then I would be happy to tell
you.
