I had a similar problem with AVI's. I know your problem is with MPGs
but they may be related.( I'm using XP Pro) Here is the text I posted
and the solution. It worked for me.
Original problem....
"Recently I bought a digital camera which does video and outputs them
as MPEGS. However my video editing program (Pinnacle 10) found them
hard to edit so I converted them via "AVS Video Converter" to AVI's.
For a while the AVI's are great. They load into Pinnacle no problem
and are easily editable then for no apparent reason the machine
crashes, just stops dead and only a reboot will sort it. After the PC
has rebooted, whenever I open the folder that holds the AVI's, the
machine crashes. I tried opening the folder in Safe mode so I could
delete the AVI, same thing happens!!!. I eventually deleted the file
using the "delete file" part of "Tune up 2006".
Being an idiot I had to try it again. Same thing occurred but this
time the PC crashes when I open any folder that contains any AVI's
anywhere on the PC!!!?

FIX
"Avi files (divx) can be trouble in xp. there is a fix to let xp
behave much better so it's possible to move or delete large avi files.
The obnoxious bug in XP that causes Explorer to read the entire
contents of broken AVI files before allowing any access to them is
caused by bad behavior of shmedia.dll.
To correct this misbehavior in Windows XP, remove the following
registry key.
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{87D62D9
4-71B3-4b9a-9489-5FE6850DC73E}\InProcServer32
This will prevent Explorer from loading shmedia.dll in response to
file property queries on these files."
