How do I change boot sequence - XP Home Edition?

I have XP Home Edition, SP2

I want to change boot sequence so my CD/ROM is first and hard drive
second. I got into System Setup and into Boot Sequence but could not
figure out how to change the sequence. At the bottom of the screen it
said "U/D to change sequence" but pressing U or D only moved the
highlighted line up or down.

How can I change the sequence?
