Installing Programs

I'm setting up a new computer for my Church's office (XP Pro).
As well as the administrator there are 3 limited accounts.
I'd like to know how XP decides if a program I install as Administrator can
be seen by other users. Some installs seem limited to the Administrator
account others to all. Can the choice be changed?

A related question occurs with MS Powertoys TweakUI. I installed this as
Administrator & it is visible there & from the limited accounts BUT the one
option I really wanted, turning of the shortcut arrow on the desktop
shortcut icons, is not present on the limited accounts.

Any advice would be appreciated

TIA

To err is human but it takes a computer to really mess things up!
