You may find a clue as to how you might overcome the problem.

The PDF at the above link is one of the finest articles I've ever
read about Windows XP Home. My problem is fixed. Here's the short
version:
Problem: Couldn't access files on one of the PC's in my home network
from either of the other two.
Reason: The PC was recently upgraded to XP Home SP2 and unlike
either of the other two, the system drive was formatted in NTFS
What I Didn't Know: Windows sets the folder permissions on the
System volume (usually C:) to deny network access.
What I Did: Went into Control Panel User Accounts and forced logon
for all users. Opened TweakUI and disabled Autologon. Booted into
safe mode as **Administrator** I now had a Security Tab for all
folders on C: Added User Everyone with Full Control of All Folders
on Volume. Restarted normally.
Digression: Yes, I know, this is stupid and opens my PC to all sorts
of mischief from the internet. I will live with this choice, because
I want and need access to all folders on my little home network to do
the backup and updating of files that I need to do.
Bottom Line: Problem solved in twenty minutes.
