Is ProgMAN.exe supposed to work in XP?

If so .. mine doesn't. Clicking on it doesn't do anything.
I read online that XP contained a rewritten PROGMAN.EXE which
should bring up a different desktop display screen like old
times. I believe I might like this route rather than employ
some of the newer helpmeets like STARTEX.EXE
Any suggestions? Thanks
