If you want to know how to do it, which you didn't ask, STFW!
Results 1 - 10 of about 2,160,000 for uninstall windows xp security center. (0.19 seconds)
Results 1 - 10 of about 2,960,000 for disable windows xp security center. (0.32 seconds)
Now FROAD.
And neither of them gave the answer besides a mention of a little freeware proggie calle nLite which allows pre-installation hack of the setup files so the installation of certain components isn't available on setup.
Not a disable or deletion from within an existing installation as was poorly worded in the original post according to the Rhodes Scholars who dispense the wisdom here.
