Can't install fax services under XP SP2

I would like to issue a challenge to any of the Microsoft Community who read
this to give me a simple, quick fix to my problem that actually works. I
have spent days trying to get a solution to my problem. I see lots of advice
in internet searches on the problem I'm about to describe but I see NO
REPORTS OF ANY FIXES FROM ANY OF THE USERS WHO REPORT THIS SAME PROBLEM!!
Writing to this group rather than to Microsoft is my only hope as you will
see from what I say below.
I can't install "Fax Services" as an extra windows component in "add or
remove programmes" in control panel. I have Windows XP Professional with
Service Pack 2 on an IBM ThinkPad T42P running wirelessly from a wireless
router on a home network. I am using the on - board data/fax modem connected
to a phone line. The latter works OK as I created an internet dial up
connection which works fine. When adding "Fax services", it says can't copy
a certain file in directory I:/386 even though the file is there as plain as
day. At the same time, I'm given the option of inserting my Windows XP disc
but a disc is not provided with IBM ThinkPads,
I searched the problem in Google and saw many many posts where people have
had the problem installing fax services with SP2. This definitely seems like
a SP2 glitch. Many solutions were offered by end users and MVP's but I
didn't see anyone reporting that any of the solutions offered worked for
them.
Then I came across what could be the solution in this MS article:-

I seem to have exactly the problem as described in the article with the same
error messages etc when trying to install Fax Services as an extra windows
component in "add or remove programmes" in control panel. It has been a
nightmare trying to install Fax Services in XP Professional with SP2. I am
surprised that something as basic as fax may not install using as a result
of SP2! The above "intuitively" feels like it's the solution to my problem!
The above article states........................ "To resolve this problem,
rebuild the corrupted security database. For additional information about
how to rebuild a corrupted security database, click the following article
number to view the article in the Microsoft Knowledge Base: 278316
(http://support.microsoft.com/kb/278316/)"
I followed this advice contained in article 278316 to the letter. Result -
it didn't work!!
By the way, I don't think asking Microsoft for the HOTFIX mentioned in
884018 is the answer as it clearly states "To prevent this problem from
occurring when Windows XP is installed, contact Microsoft Product Support
Services to obtain the following hotfix package" the emphasis being "when XP
is installed i.e the hotfix is preventative (i.e. you apply it before XP is
installed) rather than curative.
When I e-mailed Microsoft for help, my Windows that came loaded on my
ThinkPad is detected by the helpline and I am told that I have to deal with
the OEM. I have mailed IBM who tell me that the problem should be addressed
to Microsoft. Even if the hotfix was the answer (which I don't think it is
for the above - stated reason), if I try to e-mail Microsoft, my Windows is
detected and I am referred to IBM who answer that the hotfix is on
Microsoft's site and the problem should be addressed to them.
So I go round in a circle without a fix with the result that I am a very
very frustrated, unhappy camper!
Worse still - I have lost my my ability to adjust my audio "sound" and
"voice" volumes in "sounds and multimedia" in control panel since working
with add/remove windows components. I get "Windows cannot execute
SndVol32.exe, use Add/Remove Programmes control panel to install"
Am I a lone voice in complaining about this or are does this ring bells for
others?
