If you right click entries in the left pane of regedit you'll see that they
have Permissions, just like files and folders do. Maybe SYSTEM hasn't got
permission to write to whatever key involved here, but it's just a guess.
I've seen this happen with a few apps that don't stick to their settings,
but that was with user permissions. Not SYSTEM persmissions on Windows
settings.
