Deb,
You have to find a selection in your ("Advanced") BIOS setup which
allows your system to "Boot" from CD instead of from your hard drive
(but it defaults back to your hard drive if no bootable CD is found in
that drive).
You might also need to find another ("Security") BIOS setting that will
allow a boot to the CD (or "removeable") drive.
Then your system should find and boot from the Windows install disc,
but you have to watch it; it will likely display a message for three
seconds or so asking you to press any key to boot from CD. If you
don't, it goes back to booting from the hard drive.
You might also search the Microsoft knowledgebase:
