USPS rate change

Was surprised to get a bunch of complaints yesterday about shipping.
Looked into it and found that ebay was claiming that it was going to
cost nearly a hundred bucks to send a 7 pound box from CT to Texas by
priority mail. Checked the USPS rate calculator and found that that was
pretty close given the package weight and dimensions I had used. I
investigated further and found that the Postal Service is no longer
using the flat 20 pound rate for packages under 20 pounds and more than
a cubic foot but less than 87" length+girth.

Seems that they're sticking with that for zones 1-4 but for 5-8 they're
now using a volumetric calculation to come up with an "equivalent
weight".

Figured anybody who hadn't already gotten bitten would want to know.
