Not a correct assummption. But if you send someone a PayPal invoice and you
ship to the address on the PayPal transaction and provide tracking evidence
that the item was delivered, you should be covered by seller protection.

How do you ship a service?

You don't but if you are shipping goods, you don't need to invoice as a "service" if covered by seller protection.
