of the services are international.

....and COMs do not show the destination address.

Scroll down on that page (above) and it does list
COM for international. Yet on the link you provided
http://www.usps.com/international/intlspecialservices.htm
it doesn't list the option.

I'd bet that the PO will be happy to sell you a piece
of paper that says "Yes, she bought postage on this date",
no matter where the destination was.

That'll show those pesky Italinadians that insist on buying
my stuff, having it arrive in perfectly good shape, then
sawing it in half to claim it was broken. I know that scenario
is just too common with everyone else as well.

"Take that you furriner! I bought postage six weeks ago!"
