My experience takes it even further. The state cops
look for every option to NOT investigate an accident,
ESPECIALLY if it's not on their highway. Our County
used to routinely work state accidents because the
on duty troopers didn't want to get out of bed or
they'd already reached "overtime".

I worked a lot of accidents where the driver turned
off a state hwy and then did prop damage on private
property. Troopers refused, claiming "It's on pvt property,
we don't work pvt prop accidents".

We'd even heard troopers, when requested to respond to a state
wreck, come over the county freq and ask "Are you refusing
to work the accident?". Our (county) answer was something like
"Negative. Our agency is not refusing to work an
accident that is not in our jurisdiction. What's your ETA?"
