I called him today and learned that a vaguely specified assortment of
terrible things happened to him and he is unable to complete the

At least he will agree to cancellation by mutual consent and it looks
like I will avoid a neg.

Likely tomorrow this welder will be sold locally for cash on
Craigslist.

Considering what I paid for it ($150, it is the second one out of two
that I bought for $300), $800 is a good price to get locally in form of
cash, without the hassle of ebay.

You didn't specify whether the Canadian has a USA account like someone suggested that is how they were able to bid.

Welders is one of the categories I generally watch. Quite often the listing states it works as it should but also states as is no returns. If you had one of those listings it really isn't fair to compare it to a cash in person with no contract to buy before showing up. A fair number of welders appear to sell but are listed again in a month or so, whether they are using the same template and picture or really didn't sell it is up for speculation. Another variable category but if you are patient you can get a new one or almost new one for about half price or a used one for one quarter price like I did. Lincoln v-275s or Miller cst280 was what I was watching. Most of the sellers who buy the big three phase units at auction bidding against the scrap guys (and if you don't know what you are doing you will get some with aluminum not copper inside) don't realize how cheap these can be bought from machinery re sellers and must be looking for suckers and paying eBay fees but I suppose they sell one every now and then.
