When A Seller Renegs On A Contract

Re: Auction #300316834313OpticBook 3600 Book Scanner
Vendor states in his auction, "It is in very good working condition."
Auction ended at a selling price of $102.50. These units ordinarily sell
for $200 to $250. Vendor is now trying to reneg on our contract, stating
that the scanner is really "broken". Item is paid for by PayPal, and
PayPal says he has accepted payment.
What recourse does a buyer have to force the vendor to comply with our
contract? Just because he did not get the money he thought he would,
should not be an excuse to withdraw from the contract, telling me now that
the scanner isn't really working.
I don't want a refund. I want the scanner.
Thoughts of others?
