I have been using EBAY and paypal for years and I have a good feedback
score.
I have a credit card on file and my billing address as a confirmed
address.
I am often on the road and need to have ebay packages shipped to
alternate addresses.
Paypal does allow me to add a number of alternate addresses.
Some sellers require a confirmed paypal address and some do not.
For sellers that DO NOT require a confirmed address, when I purchase
an item from them, will
Paypal allow me to select one of my alternate addresses that I entered
in my account?
Or will paypal automatically force shipment to my default address.
IN ADDITION, are there constructive approaches to negotiate with a
seller to persuade them
to ship to an unconfirmed address?

There's only one rule: explain the situation and ask if they'll ship
to your alternative address. Trying to negotiate, sounds shady.
Their reply tells you what to do.
